A revised Senate Republican draft included 126 changes requested by Democrats, briefly raising expectations of bipartisan support.
The bill faces a September 15 cloture vote, which requires 60 Senate votes to proceed. With Republicans holding 53 seats, at least seven Democrats must support the measure. Opposition from some state attorneys general and financial institutions has increased uncertainty, particularly over federal limits on state-level crypto enforcement.
