Cardano Treasury Weighs 22M ADA Copper Reserve Proposal
Toto Finance is seeking 22 million ADA, worth about $5 million, from the Cardano treasury to launch a tokenized copper reserve. The proposal would use 14.72 million ADA to buy COMEX Grade 1 copper cathodes, with the remainder covering technology, custody, insurance and oversight. Each CuTT token would represent one pound of copper, held near New Orleans for 18 to 24 months before sale. Toto says it would return net sale proceeds and unused funds within 36 months, while retaining commercial rights to its separately funded CuTT business.
The later proposal details put the estimated copper purchase price at $6.73 per pound and the target sale price at about $10.06. If the full budget is spent and ADA’s dollar price remains unchanged, copper would need to rise about 49.4% for the treasury to recover its outlay. Toto founder Monty Metzger cited potential upside but acknowledged that copper prices can fall. Toto could also receive up to about 3.36 million ADA in project and operating payments.
The 22 million ADA request would use more than half of Cardano’s remaining withdrawal allowance. By Oct. 16, 457.4 million ADA of the 500 million cap had been used. The vote is expected to close around Nov. 15, 2026. For ADA traders, the proposal raises questions about treasury risk, governance and the opportunity cost of spending scarce ADA, but its direct price impact is likely limited unless it signals a broader shift in Cardano treasury policy.
Neutral
The proposal has no clear near-term catalyst for ADA’s market price. Traders may view the large treasury request and its commodity-price exposure as a governance and capital-allocation risk, potentially weighing on sentiment if the proposal is approved or sparks concern about future treasury spending. Conversely, the plan could be seen as expanding Cardano’s real-world asset activity. The copper investment itself does not create direct demand for ADA, and the stated break-even hurdle is substantial. In the short term, voting developments may cause limited sentiment-driven volatility, but broader market conditions and ADA-specific factors are likely to matter more. Over the longer term, the outcome could influence perceptions of Cardano’s treasury discipline and governance; absent a broader policy shift or demonstrable ecosystem benefits, the direct effect on ADA price and market stability is likely to remain limited.
