CLARITY Act Vote Nears as US Crypto Policy Takes Shape
The CLARITY Act is approaching a key US Senate test, with Democratic senators expected to discuss a counterproposal to the latest Republican text. The outcome could influence the timeline for broader crypto market-structure regulation and digital-asset oversight.
The US House Financial Services Committee is also scheduled to vote on the Strategic Bitcoin Reserve Act on 16 September 2026. The bill would create a strategic Bitcoin reserve using Bitcoin seized through lawful enforcement actions and establish a separate reserve for other digital assets. It would also require the Treasury and Commerce departments to study budget-neutral Bitcoin purchases, without borrowing, new taxes or deficit spending.
SEC Chair Paul Atkins said the agency will continue its crypto agenda regardless of whether the CLARITY Act passes. Priorities include new digital-asset rules, blockchain-based ownership records and crypto custody requirements for investment advisers and regulated funds.
Trump-linked WLFI tokens worth about $800 million are subject to a two-year lock-up followed by three years of vesting, meaning transfers could begin as early as 2028. Robinhood said its stock tokens are expected to gain physical redemption and voting features.
Market data showed gains across major cryptocurrencies over 24 hours. XRP rose 5.52%, ZEC 8.51% and UNI 6.82%, while Bitcoin and Ethereum gained 1.14% and 1.02%. ASTR, ELF and STORJ were among the strongest listed-token performers. Grayscale launched four crypto ETP model portfolios, while Kaiko expanded its total funding to $110 million. The mixed regulatory and market signals leave the short-term outlook dependent on Senate negotiations.
Neutral
The expected market impact is neutral because the article contains both supportive and restrictive developments. Progress on the CLARITY Act could eventually provide clearer rules for exchanges, token issuers and institutional investors. A US strategic Bitcoin reserve bill is also potentially bullish for Bitcoin sentiment, particularly if it advances beyond committee review.
However, neither measure has become law, and the Senate negotiations remain uncertain. Democratic opposition, proposed ethics restrictions and disputes over stablecoin rewards could delay passage or weaken the final framework. The SEC has also signalled that enforcement and rulemaking will continue regardless of congressional action, limiting the immediate benefit of legislative optimism.
Short term, traders may focus on the Senate procedural vote and react with headline-driven volatility in BTC, ETH and US-listed crypto equities. A favourable vote could trigger a relief rally, while failure or renewed political disagreement could lead to profit-taking. The current broad gains in major tokens provide positive momentum, but they are not sufficient to confirm a sustained trend.
Long term, clearer market-structure rules, regulated crypto custody and a potential strategic Bitcoin reserve could improve institutional participation and liquidity. Conversely, tighter stablecoin, ethics and tax rules could raise compliance costs. Similar past crypto legislation headlines have often produced brief speculative rallies before final legislative outcomes, supporting a neutral near-term assessment.
