France Advances Stablecoin Tax Proposal for 2027

France’s National Assembly has narrowly approved a budget amendment that would end the tax deferral on cryptocurrency-to-stablecoin conversions from 1 January 2027. The vote was 38 in favour, 37 against and 25 abstentions. If enacted, converting crypto assets into stablecoins pegged to currencies such as the euro or US dollar could trigger capital gains tax, even without converting into fiat currency. The proposed rate is about 31.4%. The stablecoin tax amendment was introduced by lawmakers including Nicolas Sansu, but it has passed only the Assembly’s first reading. It must still be reviewed by the Senate and complete the remaining legislative process.
Neutral
The proposal is a localized tax-policy development, not a change to stablecoin reserves, trading infrastructure or market liquidity. Its direct effect on global crypto prices is therefore likely to be limited. In the short term, French traders may factor the potential tax cost into decisions to convert crypto assets into stablecoins, but the amendment is not yet law and still requires Senate review and further legislative steps. That uncertainty may also delay changes in trading behaviour. If enacted, the rule could encourage some French investors to hold crypto for longer, use different conversion routes or move activity to other jurisdictions. Such responses could affect local trading volumes and the attractiveness of France as a crypto market, while having a much smaller impact on global market stability. Similar tax-policy proposals typically prompt jurisdiction-specific adjustments rather than broad repricing unless they are adopted widely or materially restrict market access. Traders should monitor the Senate process and final tax terms; the news alone does not provide a strong directional signal for major crypto assets.
