Stellar Bell Upgrade Sets November Protocol 30 Vote
Stellar’s Bell upgrade for Protocol 30 is approaching, with mainnet validators scheduled to vote at 17:00 UTC on 23 November. Testnet validators are due to vote at 17:00 UTC on 3 November; dates may change, and activation depends on validator approval.
The Bell upgrade guide asks wallets, exchanges and infrastructure operators to update software for contract addresses beginning with “W” and changes to ledger-header data. JavaScript SDK v17.3.0, released on 21 October, supports encoding, decoding and validating the new addresses. Operators that decode raw ledger data also need compatible tools for the updated ledger header.
Bell adds ML-DSA signature verification for smart contracts and allows customer identifiers in contract addresses. Ordinary network transactions will continue to use Ed25519, and millisecond-level ledger timestamps will not, by themselves, make ledgers close faster or change the block interval. The Bell upgrade is a technical readiness milestone, not a confirmed improvement in network speed or performance, so its direct price impact on XLM is uncertain.
Neutral
The Bell upgrade is chiefly a technical readiness event for Stellar, and the summaries do not report a direct change to transaction speed, block intervals or ordinary transaction signatures. That limits the immediate case for a sustained price move in XLM. In the short term, traders may watch validator votes and operator readiness for signs of approval, delays or implementation issues; uncertainty around the outcome could create brief volatility, but the information provided does not establish a clear directional catalyst. Over the longer term, smart-contract support for ML-DSA verification and updated contract-address capabilities may contribute to Stellar’s technical development. Any lasting effect on XLM would depend on adoption and measurable network activity, rather than the upgrade announcement alone.
