House Advances Strategic Bitcoin Reserve Bill

The US House Financial Services Committee advanced H.R. 8957, the American Reserve Modernization Act of 2026, in a reported 28-21 vote on 16 September. The bill would establish a Strategic Bitcoin Reserve for federally held Bitcoin and a separate Digital Asset Stockpile for other government-held cryptocurrencies. If enacted, the US Treasury would have 180 days to create both structures, while federal agencies would have 60 days to report their digital assets. Bitcoin transferred to the Strategic Bitcoin Reserve could not be sold, exchanged, auctioned or pledged for at least 20 years. The reserve would also require public proof-of-reserves, annual disclosures and independent audits, with continuing oversight from the Comptroller General. Treasury and Commerce would study budget-neutral methods to acquire more Bitcoin without new borrowing, taxes or deficit spending. The committee vote does not create a Bitcoin reserve or require immediate purchases. The bill still needs approval from the full House and Senate and the president’s signature. For Bitcoin traders, the proposal is a bullish long-term policy signal because it could formalise government custody and reduce forced-sale risk. However, the short-term Bitcoin price impact is likely limited because enactment remains uncertain and no large-scale purchase programme has begun.
Bullish
The proposal is structurally bullish for Bitcoin because it could give federally held BTC formal legal protection and prevent sales, swaps, auctions or pledges for at least 20 years. A public proof-of-reserves system, audits and oversight could also improve policy credibility and reduce uncertainty around government Bitcoin holdings. The possibility of future budget-neutral purchases provides an additional long-term demand narrative. However, the committee vote is only an intermediate legislative step. The bill must still pass both chambers and receive the president’s signature, and it does not mandate immediate buying. As a result, traders may initially respond with limited gains or short-lived speculation rather than a sustained rally. Historical reactions to proposed crypto legislation often fade when approval timelines are unclear. Bitcoin’s short-term direction will therefore remain more sensitive to liquidity, macroeconomic conditions, ETF flows and broader risk sentiment. The longer-term impact would become more materially bullish if the bill is enacted and the Treasury begins creating the reserve or acquiring BTC.
